Sakujun is a son of one of the Eight families, and, on top of that, a son of the Family who ruled the province a prince had just been banished to. I'm not surprised he knew who Seien was.

*chuckles* Reishin has more parts to play; but he's attached to the court so we'll probably only see him again when Shuurei gets back.
