Closed captioning software?

Does anyone know of good software (either a) produces a good result or b) is straightforward to use) for adding closed captions to existing video? I figure DW is the place to ask, if anywhere.

Check out Amara.org. They have web-based subtitle editors which support distributing a task among several folks (great for last minute projects), community discussions, and folks who'll do it for money.
